Responsible Utility Customer Protection Act (Act 201)
The Governor signed a new law called the Responsible Utility Customer Protection Act (Act 201 or Law) that became effective on December 14, 2004. The Law makes new rules to help utilities keep costs down. To keep costs down, we have new rules for collecting money on past due accounts and to reduce the number of customers who switch accounts or file repeated complaints with the state Public Utility Commission to avoid paying overdue bills. Allegheny Power's Rate Petition in Pennsylvania Approved

On April 21, 2005, the Pennsylvania Public Utility Commission (PA PUC) approved West Penn Power Company's (dba Allegheny Power) petition requesting approval to extend the transition period to competition for its more than 690,000 electric customers in the state. Supporting the petition were the Office of Consumer Advocate, the Office of Small Business Advocate and The West Penn Power Industrial Intervenors.

The agreement amends the Company's 1998 restructuring agreement by extending the distribution rate cap for all Allegheny retail residential, commercial and industrial customers in Pennsylvania through 2007 and providing continued protection of generation rates through 2010.
