Allegheny Power Files Rate Petition in Pennsylvania 

Specifically, the amended settlement provides for:

  • The generation rate cap* currently established shall continue 2005 and 2006, including the generation rate increase to 4.135 cents/kilowatt-hour (kWh) (includes gross receipts tax) for 2006, which is already permitted in Allegheny's existing restructuring agreement.
  • The generation rate for year 2007 is amended to provide for an increase to a Allegheny Power system average generation rate of 4.431 cents/kWh beginning in 2007.
  • The increase, specified in the 1998 restructuring settlement for 2008, is amended to an increase to a system average rate of 4.743 cents/kWh beginning in 2008.
  • The period of the generation rate cap is extended from the end of 2008 through 2010.

  • The cap on distribution charges through the end of 2005 is amended to extend the cap until Dec. 31, 2007, for all retail customers. Allegheny may file to increase distribution rates to become effective on or after Jan. 1, 2008, provided such rates become effective prior to Oct. 1, 2008. Allegheny Power agrees to cap distribution rates for the year 2009 at the level of distribution rates in effect as of Jan. 1, 2009.
  • Changes to the distribution rate cap does not apply to Allegheny Power's transmission-related charges. Allegheny Power may file to increase or decrease transmission-related charges to be effective any time after Dec. 31, 2005.
  • Allegheny Power will continue to make payments of about $2 million per year to the Allegheny Power Sustainable Energy Fund beginning Jan. 1, 2006.
