Low Income Programs

Pennsylvania Residential Customers

Meeting overall living expenses can be a challenge for the most cost-conscious consumer. Many low-to-moderate income homeowners and renters want to install high-efficiency equipment and other energy-saving improvements in their homes, but may be reluctant to invest in upgrades because of affordability or the fact they rent their home.

Allegheny (West Penn Power) addresses cost concerns with its Watt Watchers Low-Income Home Performance Program. This program provides energy efficiency packages, home energy check-up and energy efficiency weatherization services to qualified low-income customers (up to 175 percent of the federal poverty level).

The following equipment and services are among those available to qualified homeowners and renters at no cost:

  • Energy Conservation Education
  • Ceiling, Floor, Wall, or Duct Insulation
  • Energy-Efficient Lighting
  • Electric Water Heater Repair or Replacement
  • Air infiltration reduction

For more information you may contact your local county assistance office, call Allegheny Power (West Penn Power) at 1-800-255-3443 for referrals to assistance agencies, or click here.
